That's the next policy. The stores own delivery/stockroom teams do the tagging. The items come in tubs or wrap bags and are unpacked, hung and tagged
The only stores that dont tag are those that have their own offsite warehouse (due to them not having a stockroom)0 -

I think you might be confused with the security tag and the price tag - I think people have been saying that the stock usually comes into the stores ready priced but that the staff in the store need to security tag it. So, if there is a problem with a hole left by the security tag it's the fault of the store staff.0 -
I think all stores have 'crap' tagging policies. Why not tag the label, then the hole is in the label and not the garmet. OK someone could go in the changing room and cut the label out, but that would be a minority and the rest of us would have clothes without holes in them. Nearly all clothes are damaged from tagging.
Why do they also need to be so big and heavy? This also seems to damage the item. If they only need to active the alarm, I am sure they could be much smaller.I want to be credit card and loan free by Christmas 20100 -

You've answered your own question
The level of shoplifting on current items with the current system is sky high, putting it on the flimsy labels would be tantamount to free reign by the shoplifters and other less honest types and for every honest customer out there, just as many dishonest. The costs and stock loss would be enormous
Next trialled 'soft tags' (the style you find in your dvd's etc) but this didn't work
I find most tag holes solve themselves especially if they've been correctly tagged in the seam area0
