Advice Please - No Planning Permission

the property we been looking to purchase may not have Planning Permission for when it was converted to two flats.
our solicitor says there is indemnity insurance but hasn't explained what this is, can anyone help explain this.
We know the seller has sold the downstairs flat previously, surely there would have been a need for planning permission on that as well.
Any advice appreciated.
