does your rates pay for .....

the provision of public bins in the street? :confused:

I am writing to my local environmental health office regarding dog waste and the fact that there are no bins anywhere in the area and wanted to know the facts before I write something silly (or even sillier!)

I found this quote on the website ..
"District rates pay for services provided by councils such as bin collection, tourism and recreational facilities."
but that seems more like household to me.

Maybe they are provided by the council just under their budget and not out of the rates money?

I have no idea on this at all and i hope someone can maybe point me in the right direction.

    Yes it does!

    Council's are responsible and the rates cover:-

    Refuse Collection & Disposal
    Grounds Maintenance
    Public Conveniences
    Dog Control
    Enforcement Bye Laws, litter etc

    I'm sure your query would come under one of the above if not all

    KiWi13, Stormont is doing away with public bins for dog waste, so you'd be better getting a letter away quick if you want one in your area.
    "Stormont MLA's have agreed to trial a new revolutionary product called anti-poop. The device will stop dogs fowling on the streets and will dramatically reduce road and pavement cleaning costs.

    Anti-poop requires the dog to wear a device which is attached to the collar and the tail. The device runs along the dogs back massaging the back as the dog walks, and finally loops around the tail preventing the dog from pooping.

    Swedish inventor Maria Brandt says the massaging of the back is essential as it relaxes the dog so it doesn't feel the anti-poop nodule which protrudes under the tail.

    Initial trials in Sweden have concluded that most dogs were comfortable with the anti-poop device, but dogs which naturally lowered their tails when walking found the device uncomfortable.

    USPCA spokesman Stephen Philpott agreed with the trials in Sweden, and added that dogs have different sensibilities to items they wear.

    Experts say the lowering of the tail when walking is a psychological problem experienced in certain dogs and is closely related to the human condition of S.A.D. They advise that dogs with this condition need specialised treatment before wearing the anti-poop device."

    thanks very much for the replies. I sent the letter last week but suprisingly havent had any reply yet - although I expect any reply to take forever anyway.

    That device sounds horrendous and while i understand the need for cleaning up etc (part of my complaint is people not doing it probably because they dont want to carry it around for ages with no bins to dispose of it so they just leave it) but surely they have to think of the poor dogs! Cant be pleasant.

    My friends a reporter in Stormont and he leaked it to me through email. It hasn't been officially agreed when the trial of the product should start, so its hasn't made the news as of yet.
