CSA and Infringement of Civil Rights

The UK Child Support Agency, have after several years dropped their case against me, stating that they actually did not have jurisdiction back in 2002 to make or enforce an assessment against me. However, since 2002, they have obtained liability orders against me in the UK courts without me being made aware. My credit rating has been damaged. The CSA obtained a further court order and put a debenture against my house so the debt that never existed would be paid off when i sold my house. They have put debt collecting companies onto me, who terrorised my family and I have been too scared to open the door. I have now received correspondence from the CSA telling me that the liability order is no longer in force. The reason why the application is no longer in force is as follows: CSA DOES NOT HAVE JURISDICTION TO CONTINUE TO MAKE A MAINTENANCE CALCULATION.
Whils the above has been going on, I continued to make regular payments etc.... and i understand that the agency will now pay everything back to me. But what about my civil rights, which i consider to have been violated. Can I sue for damages?

I am confused, if you continued to make regular payments, why did the CSA need to obtain liability orders? Also, why was your case not in the CSA's jurisdiction?0

Just because you make regular payments wont stop them going for a LO neither will the fact that you have an agreement!0
