Car scrappage scheme question

A family friend, recently widowed, has been thinking of scrapping her late husband's 15 yr old car under this scheme and getting herself something smaller, more manageable and more economical to run. Now, the problem I see is that the car is registered in her late husband's name and although ownership has now passed to her, strictly speaking, she has not 'owned the vehicle for the past twelve months', as the rules state.

Anyone able to shed any light on this matter? She did call into the dealership where she intends buying the new car, as I advised her to do, but unfortunately they were unable to help her and said she would have to contact the relevant government department for guidance on this matter.

    Did they tell her which govt dept? Obvious one is the DVLA.
    I'd have thought she'd be eligible under the circumstances as the 12-month rule was intended to stop people buying up older cars to exploit the scheme perhaps by making multiple purchases.

    They weren't quite sure and didn't offer to pursue it on her behalf. It's clear she is not trying to exploit the scheme, but we all know about governmental rules and associated red tape. I suggested she try another dealer as I'm sure some dealer will be glad of her business, or maybe they won't want the hassle in checking this out for her either. She's ready just to forget about it, but I'd be more persistent. If no-one on here has encountered this problem or read about it anywhere, then I will see what I can do. Thanks anyway for taking the time to reply.
