Mortgages for UK expats, where do I start?

Hi,
My in-laws are UK citizens but live permanently in France. They don't own any UK property but would like to buy a flat for their daughter who is at Uni in the UK.
Would they be able to get a mortgage in the UK for this, if they can where should they look for one?
Any other advice around this would be great!
