Help about debt collection agencies

Hello first post here and need some advice
Basically my dp is being pursued by a debt collection agency regarding ebay fees which he disputes he owes. He was ripped off for an item due to intentional npb and he relisted it but ebat said he didn't do it correctly so wouldn't refund the relist fee although it was identical to before. Anyway he paid £10 he owed them anyway but in the meantime they ignored his letters, emails and sent it to a collection agency for the original amount. :mad:
I have emailed them to say that the amnount is in dispute and offered them a settlement figure based on our calculations including the amount dp paid. They eventually wrote back to say no and that the full amount was now due and have threatened a default notice.
I heard before that if the amount owed is in dispute that the agency have to pass the debt back to ebay but want to find the point of law so I can send it to them and need some help as I can't locate it.
Any advice gratefully received.
