Can anyone P L E A S E help me out there.
I am looking to re-mortgage onto a 3yr Fixed as of August but the cheapest deal i can find is 4.99%. (£850)
Mortgage is 106K over 15 years

Why not take a longer fix? Fees are same for longer term fix. So even if interest is slightly higher , actual cost is the same.
Are you adding fees to mortgage ?0
