Mortgage line not answering calls - purposefully?

Spent 2 hours on hold today with Natwest trying to get my remortgage sorted out and had to give up as i was at work. 2 HOURS! Seems to be a ploy to screw people over if you ask me. Surely they cannot be this understaffed....phone systems do not even provide an indication of lead time.
Maybe the sceptic in me is just coming out a little but 2 hours is way too excessive
