Can anyone recommend a suitable par 3 type course for a beginner in Co Down, but pref close to Belfast?

If you want a Par 3 course there is one at Blackwood golf club near Bangor, also a driving range which might be useful. Also the driving range (Bradshaw's Brae) on the old road to Newtownards used to have a pitch and putt course attached, but may be too small for your purposes. Maybe the best place would be to try here:

I played at Blackwoods a few years back and form memory it was quite a good course. My mate is a complete begineer so don't want him holdin up a load of pros
