Question for a sewer/dressmaker?

I have just bought a dress from ebay for a special occassion I have on Saturday night and when I tried it on today it is a beautiful dress but the problem is - the top panel at the top of the dress (across my chest area) is quie tight. I wont be able to wear a bra with it and it is quite see through.
Is there a way I could perhaps sew a panel or something like that into the inside of the upper panel of the dress (probably quite hard to understand what I mean but the dress has an upper panel then a large sash belt and puffs out at the bottom)
I love the dress and would love to be able to wear it rather than it lie in my wardrobe and never be worn again

so not to make it tighter would you be able to put a lace panel over the bust area on the front that would also make it less see through0

You can buy some nipple covers (sounds gross but I have seen them) in Marks and Sparks which would mean you could maybe wear it as it is without a bra, rather than risk trying an alterationIt doesn't matter if you are a glass half full or half empty sort of person. Keep it topped up! Cheers!0
