oK - re the reference, there is no legal obligation for an employer to provide a reference so not an awful lot you can do there. You could try requesting a formal meeting with your line manager to ask why your hours have been reduced whilst others are still getting extra? Unless you can prove that the reduction is discriminatory on the basis of age, gender or race (if you suspect that age may have a bearing on things you need to try to get your employer to tell you that this is the case, you might then have some come-back against them) then you are limited in your options.
Have you shown your mileage payments on your SOA? 20p a mile IS low but will still cover the cost of the fuel you use - your Clio should be doing 45mpg or more and you're only going to be servicing every 18k miles at that age of car too I guess? If you can get that insurance down a bit your running costs COULD be almost covered by your mileage payments....have you checked that your insurance company has you down for the right annual mileage? You're pretty low mileage by the look of it so that shouldn't be pushing the costs up much. You do need to show that extra for the mileage payments in your SOA though.
Re the clothes budget - if you're really not spending anything on clothes at the moment then you can leave it blank. Might be worth looking into putting on one of your parents as a named driver on your policy. This can bring it down quite a bit (my mom used to be on mine and I think I saved about 20%). This might save you a bit until you renew in September.
