Re-building my credit rating

Hi,
Can anyone advise me on how best to re-build my credit rating.
My husband and I got into a mess with our finances about 7 years ago initially, and it ended with us selling our house and paying off all of our debts in Jan 07.
We have had no debts since, and in order to build our credit rating took out a £3,000 loan with Welcome and a Capital One credit builder.
All payments have been paid merticulously, but 2 1/2 yrs down the line, our credit rating has not improved. I have checked them several times, and it appears that the Welcome loan is not even showing on my file. I have queried this with Welcome and they have said that they only report to credit file companies if I should default! So my 'good behaviour' has all been for nothing it seems.
To top it all off, the address we lived at for a year and a half immediately after we sold the house was never registered with Royal Mail - so for all intents and purposes it looks like we dropped off the face of the eart for 18 months.
My car is costing me a fortune in repairs, and as I use it for my job and do quite a lot of miles, I need to have something reliable, I have tried to get a loan in order to pay the £1000 remaining on the current loan I have, and purchase a newer more reliable car, but no joy.
It seems that yes we did !!!! up with the financial situation, but then we did something quite radical in order to pay off our debts, yet still we are being penalised.
Any suggestions would be great.

with regards to improving your credit rating, pop over to the cc board, there are a few sub prime credit cards that you can apply for that can put some shiny green 0's on your file. also some catalogue accounts that put them there too.
my welcome loan appeared on my credit file a few years back so rather strange, maybe someone on here will no more about that

What does your credit file actually show with the old debts - are there any CCJ's/defaults? Lots of open accounts?
The royal mail won't make any difference - what will make a difference is you being on the electoral roll.
Is the Cap 1 card there?
Have you tried your own bank for a loan?Mama read so much about the dangers of drinking alcohol and eating chocolate that she immediately gave up reading.0 -

There are no CCJ's on my account - a couple of defaulst, and they are all now showing as settled (2 1/2 yrs ago).
We were on the electoral roll at the previous address, but it still doesn't seem to pick us up. I have even put a note on my file - but apparently none of the big lenders read them (or pay them any attention).
I haven't tried my bank for a loan, as I have gone into my buffer amount a few times - this doesn't show on my credit file thankfully, and yes my capital one (sub prime) card is showing - and is paid off in full each month.0 -
if you selected the edited electrol roll it does not always show up, maybe why?0

I actually contacted the council when we moved in, so not sure how it shows. :-(0
