Inland Revenue - is there a complaints procedure?

Well, contacted inland revenue again on friday, theyn told me they sent a letter to me on the 12th june, which i never received!
I was told that they have proseesed my tax return on thursday, but they need to do ci checks (whatever they are) told me to wait up to another 3 weeks!!!! well, at least its getting somewhere!!!!
