Can I get jobseekers allowance over the summer even if I've found a job that starts on 1st September?

I'm not so sure.

I'll explain.

I was on JSA, and accepted a part time job. I could not start this job for 6 months as the place I was going to be working at was not even fully built yet.

Anyway, they are now taking over £11 a week out of my JSA to repay this "debt" and I've been waiting so long for a tribunal, they've recovered nearly all of it anyway now.

Assuming you fulfil the income/ contributions criteria for claiming JSA, you will be able to claim until September if you are still available for and actively seeking work. There is nothing to stop you getting a temp job between now and then.
