    No.

Its entirely discretionary under company policies/contracts. The exception is obviously if its serious enough to enable you to get a sick note.

If the employer allows it then its upto them whether its paid, unpaid, part of holiday entitlement and so on.

In my current job we make the time up (we have a fairly informal flexi-time system).

In my previous job we'd have been expected to make appointments outside our core hours (more formal flexi-time system), and the same for GP and optician, because we could choose when we made such appointments and time them for the start or end of the day.

However, any appointment over which we had no control could be taken within core hours and we didn't have to make the time up. So hospital appointments were fine.
