DEO Advice please

I have had years of problems with my EX's employers complying with DEO order set in Place by CSA on my Request.
Employers are deducting amount weekly from his pay- yet not paying on for months in some cases- compliance visits have been made- fines impossed-(AFAIK) yet this happens 6 yrs on.
Can I request the DEO be stopped( originally set up because of NRP track record) but has now settled - there are no arrears( to date) and NRP has agreed to SO order monthly or weekly instead.
I know this is a difficult situation and alot of DEO 's are not removed - but given the NRP employers are causing the problem will the CSA look into this and take into Consideration.
