Some FE colleges have IT learning centres where you can do qualis like ECDL on flexible learning ie you book time to come in, work through books and there's a tutor floating around if you need help. I worked in one for a while when I was doing some casual work at Preston College and they seem to do them still:
(it also states certain benefits get fees waived). You wouldn't lose benefits as you would still be available for work - if you got a job, you could just switch the times you attend the learning centre. You decide how quickly you do the hours.
You could possibly start with shorter/Level 1 courses as ECDL can be hard work!
