paying too much child support

I have a friend who takes home £1200 per month, the CSA are taking £520 out of his wages each month so he clears aprox £700.
his rent is £400 and that is without paying for bills, food and car insurance etc which i think is impossible to live on.
on top of this his ex has broken several court orders and he never gets to see his 10yr old daughter, but every time he complains or ends up in court it costs him more money and he's getting tired of fighting it.
is there a limit what the CSA can take? could he claim a refund if too much has been taken? and what is the best way to get your case fairly assesed?
any advice greatly apprieciated.

Is your friend on CS1 or CS2, then depends on monies taken

Does your friend have any arrears that the csa might be collecting?

If payments are being taken direct from his wages, using a deduction of earnings order, then they can take up to a maximum of 40% of his net take home pay
