How to complain to Phoenix?

Hi ,
I have just received my questionnaire from the Phoenix complaints dept. Before I fill it in, I thought it might be prudent to see if anyone has got any helpful suggestions.
My situation:
I was sold a £24K R.S.A. endowment in 1997 by the Estate Agent's 'in-house' mortgage advisor. I do not recollect any advise regarding a potential shortfall, all I recollect that endowments had potential to pay off the mortgage, with money to spare. I was a first-time buyer, young and in love (the usual excuses I know!). Currently, they predict the endowment to mature at £18.5K (based on halfway between lower and upper figures)
I do not have any paperwork apart from the bonus statements to support my claim.
I do not feel that Phoenix represent a good investment, so I really want to get out. I thought it best to complain first of all to maximise the amount of money I walk away with.
All advice greatly received as despite being a switched on bloke, endowments just result in a glazed expression on my face!
