Ulster bank customers

I heard that ulster bank are gonna be charging customers to take out cash from ATM machines if they are not ulster bank machines, any truth in this??

    From 1st July

    They are going to charge when you are outside the UK;

    Exchange rate transaction fee 2.65%

    Plus Transaction fee 2.25% (Min £2 Max £5)

    except for the following machines

    Ulster Bank (Eire)
    First Active
    RBS
    ATM cash(ulsterbank)
