commemorative 'coins'

I've just received a letter from HMK offering £35 credit towards a £39.95 commemorative 'coin' - this 'Twenty Pound Note Commemorative colour coin' is being offered for £4.95 plus a hefty £1.99 postage.
Note this is NOT a coin: it does NOT have a monetary value as officially issued Royal Mint legal tender would have, so on that basis alone the mailshot contravenes consumer legislation. The offer also claims 'limited to only 9999 complete collections worldwide' whatever that means!
