Company Pensions Scheme - Winding Up

How long is an acceptable period of time to wait for your benefits after a company has wound up their pension scheme. My DH has now been waiting 10 years!!!! Back in January 05 we received a letter to say how much his benefits were but nothing since. We keep ringing to chase the last time being in Feb this year only to be told that we would receive a letter in the next few weeks detailing the benefits allocated. Which puzzled me a little as we received this letter back in 2005. Guess what we are still waiting!!!!
Any advice on where to go from here would be appreciated.
