Nivea vouchers

not sure if this is on the right thread, so apologies if it's wrong.
I received 3 £1 vouchers from nivea, so today i went into my local Savers and picked up a Nivea set for £4.79. I offered the coupons and they were refused saying they can only take one per purchase. It doesn't say anything about one per purchase on the voucher, so can they do this?

I am no vouchers expert (I think theres a thread somewhere though) but it could be just the stores policy-Tescos for eg in many stores will only allow 5 vouchers to be used, but other Tesco stores allow as many as you want- its the store and managers discretion.
I think its because people abuse the system and use vouchers that are fake, or its not possible for whatever reason for the store to get back anything for the vouchers so they lose out in terms of profits. For some stores they can override this- they are big stores with big profits. For other stores, its a case of once bitten, twice shy- they have thin margins and loss in profit hurts! They stop all or many vouchers and the effect is like what has happened with you- you can only use one at a time.
There may be a terms and conditions part on the vouchers which say that they can only be used at the stores discretion.0
