My Mum has got herself in a bit of debt and it is sitting on her Barclaycard at a stupid APR. Would I be able to transfer her balance onto my empty Barclaycard and benefit from the 6.9% LOB offer

No, but only because your card is Barclaycard too. If you had a card from another provider, you would be able to transfer the balance.

So could I transfer it onto my empty Egg card and then transfer it onto my Barclaycard

Yes, but what rate is your Egg at? It may be best to keep it there for a while if less than the Barclaycard rate.
However, and please dont take this the wrong way, lending money to family and friends is a very touchy subject. No disrespect to your mum, but the debt will become yours, and should anything untoward happen you have no comeback so think it through carefully
