No money and no relatives alive-house?

I'd be grateful for any help on this.
A really good friend of mine was found dead in her home on Saturday morning. Not sure why, maybe heart attack? Anyway, coroner in charge.
Another mutual friend was her tenant/house share.(and dearest and best friend).
We do not believe there is a will and there certainly isn't any money! her house is on a mortgage and def not nearly paid for.
How is my surviving friend placed re her tenancy?
How does one go about things like funeral arrangements as neither of us have any legal authority for her estate.
Who pays for a funeral if the deceased had no money and has absolutely no surviving relatives. - only person we know of is a step mother in an eastern european country. Apparently Interpol will be doing the notification of death in that case.
It's all rather a mess and I'm concerned both that my deceased friend has a proper and decent funeral and that my surviving friend is not put out onto the street.
Have no idea what happens now - can anyone help?

I am sorry to hear about your friend, it must be very upsetting for you. Try contacting your local Citizens Advice Centre who should be able to give you some initial advice. Also the Coroners Officer may be able to point you in th right direction as far as the funeral arrangements go. Good luck.0

Was your deceased friend a British Citizen?
Also if your surviving friend is over 60 ands is going to be homeless, I think she would be eligible for Local Authority Housing, although it might not be what or where she would chose.(AKA HRH_MUngo)

The Local Authority will arrange a funeral if there are no funds - but it might not be what you would want. If you care enough about that you'd have to pay yourself.0
