Advice please on redundancy - sorry it's long

I'm seeking advice for my brother in law.
He worked for his company for 17 yrs and then redundancy was announced. He would have taken it but he wasn't allowed as he is the only person to do that job. They then cut his hours to 3 days a week, so he has had no other option but to look for alternative employment.
At the time of the redundancy announcement the Director stood on the shop floor and said that if anyone did want to leave for other employment then there would be no recriminations and everyone would be entitled to their full pay.
He has now found another job, however, (and this is where I would appreciate any advice) his company now said he wasn't entitled to any pay as his hours had been 'banked'. Another man left last week but because he didn't dispute his banked hours (as he actually got redundancy money) there had been a precedence set. My brother in law has walked away with just over £400 pounds after 17 years of service and in total just took 3 weeks sick over those years.
Upon checking with his Union it appears that they also have been at fault for not letting people know a few details.
They say he could take it to a tribunal but where do you start, the stress and money - it's just not worth it.
I know times are tough but companies are getting away with murder.
