Electrician Question

Can anyone advise me who governs electricians?

I recently built a house and the electrician assured me he was NICEIC registered by providing me with the quote on NICEIC headed paper (I should have asked for his credentials).

Towards the end of the job he asked me for more money above the quote which I refused so he never finished the job!!

He left wires exposed inside the house and in the meter board. His work was shoddy etc..

Building Control have passed the house and they said they have no powers to act in this matter, neither do NICEIC as it only really applies to England.

There has to be someone who addresses this??:confused:
