New Horizons Scam

A friend of mine has recently signed up to a home working website called "new horizons", it says that the job is data entry/processing.
I have read through the emails she received and it appears that it is basically putting ads on websites to try and get other people to sign up to the same thing and then they put ads up to get somebody else to do it.
It says that more emails will be received to explain more about what they do but from things so far im not too hopefull.
Has anybody heard of "new horizons"?
Is it a scam like i think?
Can i put a dispute in on paypal to try and get her money back? What are my chances?

Shes already signed up, ive read the email better than she did and thought exactly the same "carefully worded con".
Good if your morals are somewhere in the toilet.
Did you manage or try to get your money back? She paid through paypal.0 -

are just two of the instances i found.
so it seems they will harvest e-mail addreses, and send spam for payment.0
