Mortgage Relief

I am currently on job seekers allowance. If I can claim mortgage relief and the interest rate goes up, do I get the interest paid or do I need to fix now at a lower rate? Will I be able to remortgage on job seekers allowance? Please help as I an confused as to the best way forward. Many thanks for taking the time to read.
