Pretty much any public sector worker, when I go into these government offices, heating still on, windows open, lots of coffee breaks, very little urgency, playing of solitaire/freecell, etc....etc...

That will change over the next 9-36 months.

    Their tough time are later.

the companies who turn lofts / cellars into usable living areas or dig / extend basements out seem to be doing a roaring trade round my way (full of victorian terraces that have already been extended in the usual ways). Every road has at least 1 or 2 houses with big plastic wrappers around the bottom floor!

The slashing of the public sector is what he meant, after the next election there will be huge cuts in the bloated public sector as the the government of the day pay for Brown's 'buy now, pay later' schemes and the bank bailouts.
