Does your empoyer have a health and safety policy - they need to have one by law if they employ 5 or more people? If they do, point out the part of the policy which demonstrates managements commitment (it will refer to this - trust me) and draw to the attention of the person who has signed the policy. Also point out to management the cost of maintaining the lighting and providing a safe place of work is tiny compared to the cost to business of someone getting injured and sueing them.

Regulation 4 Provision of PPE (Employers to ensure it is available and is suitable) - this must be provided free of charge.
