what does this mean?

hi there everyone.
just a quick one(i hope).could someone enlighten me as to what this means..
THE RIGHTS AND DUTIES HAVE PASSED TO THE CREDITOR PURSUANT TO AN ASSIGNMENT?
Its in relation to a CCA request that i asked for.There reply was for me to resubmit the request but make the postal order out to the original creditor.However they had already stipulated the rights and duties sentence above.I thought that ment that they now hold all the info and i should only deal with them?.many thanks for your time

    sorry should say ive googled but cant seem to find an exact definition

    "If it is your view that you are not the creditor, s.175 of the CCA 1974 applies in the case of a simple assignment, and places a duty upon you to pass this request to the creditor. In the case of an absolute assignment, you are a creditor as defined by s.189.

    If you contend that you purchased the rights but not the duties of any agreement, you are reminded that s.189 of the Act is clear that an assignment is of both rights and duties."
