£110 would take them above the level of pension credit (£109 p/w), although they can claim winter fuel (paid automatically) and possibly the other age additions paid to pensioners along with winter fuel.

I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
  • My Mum gets a pension from Holland and her UK pension (she lived and worked here for 40 years) and so also has more income than the pension credit minimum. A couple of years ago her Dutch pension was increased and she was worried she might have to pay tax, contacted the tax office who told her that her tax allowance is higher because of her pension from Holland so she did not have to worry.
