Blue screen now can't open browser.

Hi.
Last night I had a blue screen and when the computer re-started it would not connect to IE or firefox. It is connected to the internet but when I click on IE it comes up as 'Windows Defender' Application failed to initialize : 0x800106ba.
It starts ok in safe mode but I'm not sure how to solve this problem. I have IE 7 and vista. Please can anyone help with this.

    Try uninstalling/disabling windows defender first...

    In control panel when I click on windows defender the same 'failed to initialize' message comes up. Windows defender is not showing up in uninstall a program or in start, all programmes.

    I am still having this problem if anyone knows how to help with it. I think it may be a browser hijack from reading other posts on here as when I type in google it directs me somewhere else.
    I am using it in safe mode at the moment and have just done a hijack this scan and will post it now.

    Hi, thanks for your help.
    I tried your link but I can't get it to work on my laptop. Windows defender is not showing as an installed program so I can't uninstall it.
    When I try to re-install it I can't. On the microsoft page you have to click on the link to validate that you have a genuine copy of windows, when I click on this to validate it it says that internet explorer cannot be displayed. I am connected to the internet and I have a genuine copy of windows.

    To resolve this problem, follow these steps:
    1. Uninstall Windows Defender, and then reinstall Windows Defender. To do this, follow these steps:
      1. Click Start, click Run, type appwiz.cpl, and then click OK.
      2. Click Windows Defender, and then click Remove.
      3. Follow the prompts to uninstall Windows Defender.
      4. To reinstall Windows Defender, visit the following Microsoft Web site: http://www.microsoft.com/athome/security/spyware/software (http://www.microsoft.com/athome/security/spyware/software)
    2. If this issue is not resolved after you complete step 1, uninstall Windows Defender, use the Windows Installer CleanUp utility, and then reinstall Windows Defender. To do this, follow these steps:
