So he could have got the MEF? Do you mean sub-letting the room FROM him? If so, it seems odd that he would have no contact with that address and it could therefore be argued that he would have received the MEF.

What did the people who he sublet with do with any of his mail/notices that were delivered for him? Sounds like they are still in touch - why would they not have forwarded these notices to him, or......did they? If I was your caseworker, that would be the first question I'd be asking.

ok this is what happenned. In 1997 he needed to move to our local area because of his job. He saw an advert in a shop window ROOM TO RENT. Now when he went there the people who had advertised the room were only renting the house any way.So he stayed there for 2 years and left in 1999. Since then the house was sold about a year later so the family who had rented him the room also left and moved. The MEF was sent to that address in 2005! he had left in 1999! but its not a problem cause he moved in with me in 2004 and we still at that address as the CSA know cause thats where they have been writing to. So i am just going to get my landlord to print off an old tenancy agreement from 2004 showing thats when he moved in.
