Arrested council tax

I am sick of the service i receive from bank of scotland and was looking to move banks,alliance & leicester seem to have a good current a/c but in the small print it says no-one wth ccj's should apply.
My question is:
I have had my council tax arrested from my wages through my own fault of just bloody forgeting to pay every month, i think this is the only black mark against my financial situation, will this affect my chances of a new bank a/c and does it affect your credit rating.

It might depend how recent this was and whether it's ongoing in terms of how A&L would view it. I would think it would indeed cause raised eyebrows on your credit rating, I'm afraid, but you might get a chance to explain to a real person at A&L.The ability of skinny old ladies to carry huge loads is phenomenal. it depends some councils do inform such places as credit file agencys some dont if its all you have against you id apply and take your chance0

I've never seen council tax liability orders mentioned on a credit report. Has anyone else?
Strictly speaking, it's not a ccj, is it? I'd apply with a clean conscience if i were you.0 -
I used to work (many years ago) in a Council Tax recovery department. I'm guessing it hasn't changed in the years since I worked in this job, but they don't report to credit reference agencies, and it isn't a CCJ as it is dealt with by a Magistrates Court rather than a County Court.

No, it hasn't changed! it isn't recorded anywhere other than your Council Tax account. As keren29 rightly said liability orders are dealt with through the magistrates court and not the county court.
so in answer to your questions, no it should make no difference to getting a bank account and no it doesn't affect your credit rating.

Would like to back up/confirm these comments - Council Tax debts should not appear on your file.......and I should know

It's definately not mentioned on your Credit Reference File, it isn't a credit agreement & no CCJ is noted against you. It is done through the Magistrates Court, a Liability Order is granted & as a last ditch attempt before going to Bailiffs, they collect it through your salary. It may help you to get a copy of your Credit Reference File before applying!!!:A Heaven sent MSE :A0
