Applying for first time loan

Ok, me and my OH want to apply for a small loan for some things and pay it back over 2 years.
But we dont know who should apply for the loan.
Im 20, and have a credit card, a store card, a contract phone and various online catalouges. But got refused for a virgin card about 5 months ago as i had changed my name, job and address in the space of 3 months lol. (not dodgy, had to move back into my mums and got a full time job to move back out again soon, then thought i would change my surname :rolleyes:)
And OH is 21, and only has a contract phone.
He applied for credit from a computer shop, but they refused as he had a visa electron card. And then the phone company refused his phone for the same reason. He then got a visa card and got a contract phone.
So what im asking is, who would be best to apply for the loan?
Me, as i have a credit history (it was 'fair' on experian) or him as he doesn't have alot of a credit history? lol.
Does that make sense at all?
