Setting up a fund.

I'm not sure if this is the right board but here goes:
My friend has a 2 year old with cerebral palsy.
At the moment they are raising funds to help with the cost of cell therapy.
Until now the money raised has been put in a private account in the little girl's name.
However now they are looking to raising funds outwith family and friends they are looking towards putting the fund on a more legal footing.
They have been told they cant register as a charity as the the monies raised are for the benefit of one individual.
They cant seem to find any info on how you set up with a trust/fund status.
Does anyone know how this is done?
