I think using a windows boot CD is the best idea. With this you can repair the file, then get the PC up and running again.

Ok I have finally got round to having a go at fixing it. I've found the win 98 cd and boot up floppy, but only seem to be able to reload windows completely and lose everything.
Could anyone please give me step by step instructions for someone with not much knowledge of dos?

change directory to the directory where win98_55.cab (original win98) is
e.g. if your cd drive is d:
d:
cd \win98
then type:
extract /A base4.cab /l c:\windows\system msvcrt.dll
or
extract win98_55.cab /l c:\windows\system msvcrt.dll

When things go wrong, it's always easier and quicker to get back to a working system if you have a backup..even if it's a few months old, it's faster than a 98 CD.. Some freebies here:
