Special Offer Promise vouchers are available at every Tesco. Tell them at the CSD that its on their "F11" screen at the CSD. The vouchers are only supposed to be accepted at the store of issue and are ONLY for multibuys - eg BOGOF, 3 for 2, 2 for £3. They aren't for any special offers such as half price or special price, those offers are deemed subject to availability. Usually they are only issued when there is just one item left in a BOGOF, but if there is a different product that can be taken in its place, eg 3 types of elvive shampoo are on offer, but one is out stock, then a voucher wouldn't be issued as we can still give out some of the offer. As far as I'm aware they can't opt out of issuing the vouchers, but then I don't think they give out vouchers in Tesco Express stores. The only thing might be that stores get into bother from higher up for having to issue them since essentially they should order in enough stock to satisfy the offer. I've rarely ever issued the vouchers in the stores I've worked in because we don't usually run out of special offer stock, so not too sure of that is true or not. Special offer promise vouchers also come off of the stores expenses budget, so you've probably got a store manager who is just tight.0 -

My local store (not an express) will not issue these, though they will accept them. When I checked with Tesco customer services I was told they could opt out, like they can with moc acceptance.

The only way then I think someone can opt out of them is if they are being abused in some fashion, but I don't know personally the process for opting out and if there is any criteria to it.0 -
I received a raincheck over xmas as they never had any Freixenet Cava in stock, was given this by one of managers who do have discretion but was told that SA's can't issue them. Not something they publicise these days so worth asking for if you see someone of authority in store0
