Advice on lenders that hold rates for six months

Hi there
I am due to come off a fixed rate at the end of Nov 2009 and wanted to arrange a fixed rate deal soon to take advantage of good rates. Can anyone tell me which lenders let you arrange the mortgage but not draw down the funds for six months? I've heard that some do, but natwest and RBS are saying that they only hold it for three months and I'm worried rates might have gone up by Sept.
Thanks
Karen
