In my opinion:
A company mobile should be for work calls only
Your company email address should be for work emails only
But unless every company has a team of IT people to check every single email & phone call, then this is not practical.
As long as it is not over-abused, most companies accept that there will be some personal "traffic".

This is on the proviso its fully paid by the employer and not used by the persons family.
Given they will now be contributing its arguably a taxable benefit0 -

That's the trouble with opinions - everyone has a different one, which is why these policies need to be written down. I use the internet at work, and my opinion is that I am allowed to look at anything that is not blocked, as there is no written down policy that we have been given or told about.I consider myself to be a male feminist. My company, which uses o2, has the facility for everyone to access their bills online. Staff are expected to highlight any personal calls and then pay for them every 3 months. Various managers can access the phone call records and so spot checks are done. Although proving you were calling someone for a personal chat rather than a business one is not always that easy.
Every company should take the time and trouble to write a policy on this, and on internet access and use too.0
