Not entirely sure if this applies to you, but remember your income from rent is taxable. I could be wrong, but I think this only really becomes an issue if you have to do self-assessment, or live overseas.
I assume your buildings insurance is actually landlords insurance?0 -

Can any qualified electrician give an electircal inspection certificate? You can make sure that the safety and well being of your tenants is not compromised through a defective or inadequate electrical wiring installation by having regular inspections carried out by a competent electrician.
It is strongly recommended that the electrician you employ is an NICEIC approved contractor. The address is included in the Service Directory. Your electrician's report will give a recommended re-inspection period. For existing installations, the type of report you should be asking your electrician to produce is known as 'Periodic Inspection Report for an Electrical Installation'. Any defects or deficiencies identified in the report which could be potentially dangerous must be attended to without delay.
An NICEIC approved spark may be more expensive due to the cost of being and keeping approvalDave0
