Can CSA Back Claim For Mistake

A hypothetical question here given the CSA seem adept at mistakes in assessments.
Lets say CSA made a mistake in an assessment, which resulted in the NRP paying a lower than required amount to the PWC. At the time of assessment the PWC did not appeal against the amount (and neither PWC or NRP actually knew there was a mistake - CSA1 so its difficult to figure it out and poor calculation info is provided with assessment).
Can the CSA, upon realising there is a mistake some time later, recover arrears for the period the mistaken amount was paid or can they only take arrears from the point that a correct re-assesment would be made? i.e. can the NRP be accumulating arrears without knowing, if they have been assessed incorrectly?

The NRP will be made to pay, and probably within a short time. This is one of the main scandals of the agency.0

Don't start me!
My daughter's ex has NEVER co-operated with the CSA which has turned out to be a totally toothless beast which has never got to grips with the case.
Why is there a separate department for this? Why was Inland Revenue not charged with the task? The IR has tabs on pretty well everybody and can get money by simply adjusting tax codes.
The result is that my daughter gets no help whatsoever from her ex and while he has a LEGAL right to see his child (when he bothers to turn up), he doesn't recognise his MORAL responsibility.

Yes they can reclaim. I'm currently on the other foot so to speak. Due totally to an error in updating their system that my ex has children living with him, they have reclaimed for 5 years overpayment by him. Whilst this was a relatively small amount per month, the 5 yrs means they are taking over £300 from my maintenance as they want to "clear the mistake up quickly" !!! BIG help to me ... NOT!!
Go through complaints system though. This is what I was advised to do as they also should have phoned me to discuss payment plan and failed to do this so just took nearly all my maintenance. Complaints are very helpful, though obv I don't know what the outcome will be.
Just a warning really as the customer service person I spoke to said they had received a big govt shake up and were sorting all old errors out in quick time so lots of people will be paying back large amounts in time for the next "near perfect news release". Scandalous!I am not a financial expert and I am not perfect but purrleeaassse don't be mean to me if I express an opinion that may not be quite what you thought.
