Endowment - do I stay, freeze or surrender?

I have an endowment policies which is not linked to a mortgage, so is acting as a savings policy. It is performing badly "Red Alert". I would like to decide whether to continue making payments (in the hope it suddenly performs better), freeze payments - and invest the premium elsewhere, or surrender the policy completely. I have phoned Prudential for advice but they tell me I must freeze my payments for 6 months before they can estimate what the payment on maturity would be. Therefore I must make my decision on whether or not to 'freeze' based on no information from them whatsoever. Is there any tool I could use myself to 'estimate' what the value would be at maturity if I freeze payments now? I need to decide whether or not to 'jump ship' - but this is like a minefield to me. Details I know are as follows:
Target amount: £22500
Projected final amount assuming 4% growth: £17000
Projected final amount if payments frozen: ???
Surrender value: £13200
Plan maturity: May 2013
Monthly premium: £30.90

What average return would you expect over the 4 years if you invested the premiums elsewhere? This info is needed to make a comparison.Trying to keep it simple...

Well - I've got the Barclays fixed savings a/c (1yr, 6%) - so I could put them in that for a year. Otherwise I was going to overpay my mortgage (which is currently on 2.49%). I think my greater worry is that Prudential seem to LOSE money on the endowment every year (the projected final amount keeps getting lower), & I don't want to find myself in 4yrs with a payout that's less than it would be if it took the money now. Unfortunately, my maths just isn't good enough to see the wood for the trees!!!0
