I left a property after 6 months, paid my 6 months Council tax and now I have been sent a letter demanding another payment! This is in the names of myself and my flatmate at the time who had never paid. So I'm suffereing because of her! They say they will freeze my bank account, so I'll incur fee's .. what do I do!? I've been gone from this property for about a year now! there's £439.26 owing that's simply not my debt but I'm being hit with it!!

When did your tenancy agreement run to?

You are both jointly liable to pay the council tax until your tenancy agreement expires.

And if one of you can't or won't pay the other person has to pay the full amount.

The only thing you can do is pay the council and then chase your ex-flatmate if they have any income through the small claims court for the money. Considering the amount it's cheaper to pay up and not bother.

The council will not give you any leeway in paying the bill due to the law so you need to pay up asap before they add court fees on the amount.
    I'm not cynical I'm realistic :p

Olly300 is correct however you need to check the demand notice only covers either to the end of the tenancy, or you if you left early and other occupiers remained then until that date.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
