I wanna complain to the MD - Tesco credit card

Despite tons of calls and several reminders via howtocomplain website, tesco credit card will not send me a final letter so I can escalate my complaint to the Financial Ombudsman Service.

How can I contact the MD ? I'm not sure if I should be writing to RBS or Tesco Personal Finance. I'm at my wits end with these people :mad:
