My mum always said to just chuck the rice in with twice as much boiling water, put the lid on and turn the heat up. When the lid starts rattling and it's boiling well, turn the heat down a bit and just let it simmer for 15mins or however long it says on the packet. Then all the water will have been absorbed and it's ready.
My housemates here insist that we wash the rice with boiling water afterwards to get rid of the starch, but I went 18 years without having that done and was fine!
I have an electric steamer and it always produces perfect rice. You just put the correct amount of water in the steamer... put the container in place... put the rice into its container with the specified amount of water, plug it in and go away. Perfect rice every time. (You can also, of course, use it to steam fish, veg. etc.)
