    Well..........

    https://www.askthe.police.uk/Content/Q387.htm?letter=P
Parking a vehicle on the pavement could lead to an offence of obstruction being committed. This could result in a fixed penalty notice being issued to offending vehicles.

It can also cause danger/nuisance for pedestrians and wheelchairs users.
and from a random search (I'm not in Torbay)

    http://www.torbay.gov.uk/index/transportandstreets/parking/cpe/pavement-parking.htm
What action is taken against pavement parking?

If there are waiting restrictions (e.g. yellow lines) on the highway adjacent to the pavement then a Penalty Charge Notice would be issued since a vehicle parked in this manner is in contravention of the traffic order. Waiting restrictions cover the highway from centre of highway to back of footpath. To report an illegally parked vehicle contact Parking Serivces.

If there are no waiting restrictions on the highway adjacent to the pavement, then the Council have no powers to take action and this should be taken up with the Police since it constitutes obstruction.
So hopefully one or the other can sort it. :)

Brill work fermi! The line on the road is a continuous white line, searching online I've found that it is just an 'obligitory (sp sorry) warning' of nuisance which baffles me because if they parked on the road then it would be disasterous as it's on the bend.

I guess regardless of the markings on the road the reality of it is they're parking their whole car on the pavement and that's causing an obstruction. I very nearly caught a car with the push chair thursday because I hit the wall with the wheel and it ricosheyd. I mean would I then get into trouble for damaging their car. It's annoying me now. There's plenty of room out the back but they won't walk that little bit further!

MicheH....to park on the footpath is an offence....[I believe, under the Highways Act.]

the Police will generally start with a warning to the registered keeper/driver, and if it persists, will then take stronger action.

'obstruction' can only be proved if someone is actually obstructed....not 'might be obstructed'....learnt this from police in one village I used to drive a bus through.....used to pull up out of the way, phone police, but left room to allow smaller vehicles to pass....police sympathetic , but unable to 'take robust action', as my wasn't actually obstructed at the time....on their advice, the next time the inconsiderate parking occurred, I well and truly wedged the bus in the gap, without physical contact, created an unholy traffic jam, THEN they were albl to take action against the drivers concerned.....it atopped the [deliberate] inconsiderate parking.....[it was new residents who objected to the buses being gert big double deckers, and not nice wee, inconspicuous mini buses..]

regarding 'parking on the highway....whilst it IS contrary to the Highway Code to park on a bend, one first must consider, exactly how much 'visibility' there is....and....what exactly constitutes a 'bend?'..[ie what our perception of a bend is?]

I park my car, often, outside my house.....it is on a major A road, and on a slight bend, geographically speaking....howeer, I have done my homework, and meaasured exactly how far away, on the same side of the road, my car can ACTUALLY be seen by another driver.........and it came out in excess of 300 yards...which is well outside the minimum distance required for a vehicle to stop, given the speed limit that exists.

The fact that, on approach, it is 'difficult' to see AROUND my car isn't the issue.....that is for the other drivers to cope with, in a competent manner......it is the ''seeing'' of the parked car in good time, that matters, not the seeing AROUND the parked car .

[I could be driving one of those bulky, huge fake-offroaders, or MPV's, or a van.

but it is simply, a big, old car....of the famous bullet-proof variety]

Most folk park on the pavemetn out of a belief that [a], it reduces the risk of sustaining damage from incompetent drivers passing....asys a lot about the majority of drivers out there?

they park on the pavement out of a mistalken belief they are 'keeping the road clear'....obviously, pedestrians dont count in the greater scheme of things....my view being, if the above matters, don't park there at all...but, selfishness influence so much driving these days]
No, I don't think all other drivers are idiots......but some are determined to change my mind.......

The line on the road is a continuous white line,

is that the white line down the edge..ie ''edge line'??

or is it a solid continuous white line down the centre of eh carriageway....ie 'do not cross' line?

If the latter, then parking is verboten anyways

It's the line down by the side of the path, thanks for that alastair. It seems I might be opening a little bit of a can of worms. It's quite frightening in a way because if any fuss is made they're going to know it was me as i'm the only one one struggling to get passed. Like i've said previously on here, i'm starting to toughen up. I feel the bottom line is I shouldn't have to take my girls onto the road because the cars are parked on the path.

Thanks guys. Yes drivers are very inconsiderate, I have to walk down (and up *cry*) a very steep bank on a 60mph road with my girls, the path is right next to the road and is only as wide as the push chair. The cars fly down there oblivious of the dangers to me and my girls, I'm cringing with every fast bus or van that passes us, I've even had a car toot at me when went passsed, frightened me. It dangerous, it's inconsiderate and it's making me lose faith in human beings altogether, wrissen up old prune I shall be soon, all bitter too.
